Meet Jim Arroyo: A Lifelong Commitment to Service, Security, and Survival
Jim Arroyo is a man whose life has been defined by dedication, discipline, and a commitment to protecting others. As a former U.S. Army Ranger, he served with Charlie Co., 1st of the 75th Ranger Regiment, where he was part of the Iranian Hostage Rescue Team and provided direct action support to Delta Blue Light Special Forces. His military career laid the foundation for a lifetime of service in both the security and survival communities.
But Jim’s story doesn’t end with the Army. After his service, he went on to graduate from the Executive Security International Bodyguard Academy and became a highly respected Martial Arts Instructor, achieving five black belts in Tae Kwon Do. As a passionate volunteer, Jim serves as the Yavapai County CERT (Community Emergency Response Team) Coordinator, working to prepare his community for emergencies.
In addition to his training roles, Jim is also a skilled custom gunsmith and gun builder, offering his expertise as a full-time craftsman. He has been a long-term survivalist instructor, teaching essential skills for self-sufficiency and preparedness.
Jim is deeply involved in veteran and military associations as well, being an Honorary Life Member of the U.S. Army Special Forces Association and a Life Member of the 82nd Airborne Division Association. He also served four terms as Chairman of the Northern Arizona All Airborne Chapter, furthering his legacy of leadership and service.

In today’s unpredictable world, preparedness is more important than ever. The Community Preparedness Teams (CPT) Project is working tirelessly to ensure that communities across America are ready for any disaster—whether it’s a natural catastrophe or a man-made crisis. But the project isn’t just about responding to emergencies; it’s about building stronger, more resilient communities from the ground up.
At the core of the CPT project are military veterans, former police officers, first responders, and dedicated citizens who may not have served in uniform but share a deep commitment to protecting their neighbors. Together, they are leading the charge in preparing their communities for any eventuality. Whether it’s training citizens in emergency response, organizing drills, or developing local plans for disaster relief, the goal is clear: to equip every community with the skills, knowledge, and resources to handle emergencies effectively.

One of the most critical aspects of any successful disaster response is the ability to communicate. In times of crisis, clear and reliable communication can mean the difference between life and death. Training and Outreach: Empowering Communities
As part of their ongoing efforts to spread the message of preparedness, the CPT Project has made it a priority to ensure that as many people as possible are trained in the use of HAM radios. Since January 2021, the project has distributed around 1,000 handheld HAM radios throughout Yavapai County, Arizona, and held Basic Radio Classes to teach local residents how to use the radios effectively. These classes are open to everyone and provide a comprehensive overview of HAM radio operation, from basic functions to emergency communication protocols.
To reach a wider audience, the CPT Project has also made their Basic Radio Class available online. Recorded sessions can be found on popular platforms like Rumble and YouTube, allowing people from outside Yavapai County to access the training. Whether you’re a seasoned operator or a complete beginner, these resources are designed to help everyone learn how to communicate when it matters most.
Getting Your HAM License
While anyone can listen to HAM radio transmissions, transmitting on a HAM radio requires a license, often referred to as a “ticket.” Fortunately, the CPT Communications Team is here to help guide you through the process of obtaining your HAM license. Whether you’re looking to get your ticket for the first time or renew an expired one, the team offers assistance to ensure that you’re prepared to get on the air.
In the end, the Community Preparedness Teams project is about more than just providing radios—it’s about empowering communities with the knowledge, tools, and training they need to survive and thrive in the face of disaster. By building a network of capable, connected individuals, the CPT Project is helping to ensure that no community is left behind when disaster strikes.




The Yavapai County Chapter brings together a diverse group of individuals—former and current military, law enforcement, first responders, and everyday citizens—united by a common goal: to strengthen our communities and prepare for potential disasters.
This chapter meets in two locations to better serve the county’s residents:
The Verde Valley Group serves towns like Cottonwood, Clarkdale, Sedona, and surrounding areas.
The Chino Valley Group covers the “Quad Cities” area around Prescott and beyond.
What makes this chapter unique? There are no dues, no membership requirements, and no sign-in. It’s all about showing up, meeting your neighbors, and getting involved in something that matters. Whether you’re an experienced first responder or someone who simply sees the importance of being ready, everyone is welcome.
We are your neighbors, your co-workers, your friends, and your family—and we’re all working together to ensure our communities are prepared for whatever comes our way.
